A Biden presidency will change much about U.S. foreign policy, from repairing America’s alliances and rejoining international agreements to ending infatuations with dictators. But it is worth considering where President Trump leaves a legacy on which his successor can build.
Mr. Biden, if he plans to help repair the rifts in this nation, may want to say a few nice things about his predecessor. More to the point, if the Biden team rejects all of the Trump administration’s foreign-policy thought categorically, it will miss opportunities….
